I know about nothing - at least, the download section doesn't list relevant entries if I search for "metric" or for "conversion". However, it should be relatively easy to place a few TextBoxes on your form, and do the calculations.
BTW, 1 inch is exactly 2.54 cm. You can base your calculations on that.
The easiest way to convert is to select one "from" and one "to" unit, for instance, depending on the user's selection, from feet to mm. (1 ft. = 12 x 2.54 cm.; 1 mm. = 1/10 cm.). Selections for both units could be in ComboBoxes.
Another option is to have several textboxes, at least for the outdated units, so that the user can specify, for instance, 3'5", and convert it to cm.
