People seem to have a hard time hearing what Ken says, about a lot of things. I don't think Ken is saying here the idea of giving the beta to anyone else was never considered, it was just considered in stages - appropriate to not doing anything to discourage attendance at conferences and therefore acting in the best interests of the Fox community as a whole. Completely appropriate and good strategy.
Ken is actually pretty clear about what he says - and what he doesn't say. People just have a tendancy to hear what they want to hear.

>>>DREAM A LITTLE. After all, MS and KenL in particular were firm that there was ONLY to be beta distribution at DevCon. But some people (not me, sadly) persisted, kept the dream alive, and the rest is history.

Though a good deal is too strange to be believed, nothing is too strange to have happened.
- Thomas Hardy
Half the harm that is done in this world is due to people who want to feel important. They don't mean to do harm-- but the harm does not interest them. Or they do not see it, or they justify it because they are absorbed in the endless struggle to think well of themselves.
-- T. S. Eliot
Democracy is two wolves and a sheep voting on what to have for lunch.
Liberty is a well-armed sheep contesting the vote.
