According to the Time Service at the U.S. Naval Observatory, all of the time zones do meet at the North Pole and so at that point the time is undefined.

As a practical matter, people living and working near the North or South Poles typically choose a convenient time zone (usually so they will be on the same schedule as their home) and stick to it.
