I asked a FrontPage MVP. Here's his answer:

Open the web and choose Tools, Web Settings, Database Tab, Add, System Data
Source (or wherever it is) and FP will make the connection to the database
and set up a global.asa. Personally I prefer to make the connection myself
in my ASP scripts.

Make sure you have a DSN ready for this.
BTW,I agree with David's comments. I would prefer to create the DSN and connection myself programmatically.
