Glacier has a web page, but I don't think they answer that question. http://www.nps.gov/glac/history/overview.htm My guess it is named for the fact that you go over the moutain on your way around. It amazes me that the road was built in the 30s. It is a marvel of construction to see where they put the road and how it sometimes looks to just be hanging in air around a bend.
