You could always take your pageframe (pageframe1) and set tabs = .f.
Add another pageframe (pageframe2) to the parent of pageframe1 and set the height equal to the height of the tabs (so it will display the tabs only).
Move pageframe2 to the bottom of pageframe1.
Set the Activate, Click, etc of pageframe2 (and it's pages) to map to the appropriate PEMS of pageframe1.
