I wouldn't say that. The main problem with the help system, from my perspective, is that the linking of topics doesn't seem to be finished. What I mean is, there are a lot of various docs, sample code, etc. that is available for most topics, but they're not all nicely tied together inside of the help. It takes a lot of work to find what you're looking for. The code samples also tend to suffer from the standard code-sample problems. That is, they show the most obvious use of a method. They don't always show the way you would use it in a real application. I'm sure there are other complaints, but that's my main issue with it.
However, I do link the dynamic help (which automatically shows topic links based on the code you're writing).
