One of my problems in the past was a router I had no control of. It apparently was bad, since it dropped 38% of the packets I sent on a regular basis. It took 3 months of contacting providers to resolve the issue. After I reduced the MTU, it regularly only dropped 12%, however, VPN through this router was not possible do to the issue.
