I dont know what are you doing with those toolbar in the second form, but my recomendation is have those toolbar in the mainmenu screen an have some properties that make them enable when this screen is open only. That way if you need to make reference to that screen o do something to that screen, those toolbar works. The reason because freezze is by definition, they need to work on a top level form.

Again, I dont know what is your goals, so my explanation is base on how is the interaction between forms. 1 top level form and the other in a top level form.
