There a number of alternatives. Here are a couple of free ones.
I use PostgreSQL on Linux as a backend for some apps. There is no native version for Windows although it can be ported if you feel like recompiling it. There is supposed to be a Windows version released early next year (I think).
MySQL is another popular DB and is available for Linux and Windows. It is missing some of the functionality of Postgres but it's an excellent DB.
ODBC drivers exist for both systems.
