i'll try:

Shell.Application is a Windows object that let you open the file with the application associated to its extension as is stored in the registry.

if you issue a:
oShell.ShellExecute("mailto:franco@calcol.it")

it'll open the deafult mail client, or
oShell.ShellExecute("http://www.microsoft.com")

open the Iexplorer
