What does the path look like in your REPORT command line. For example, I specify the report path/directory in the REPORT command itself as follows:

I think this would eliminate any chance of having the problem you are having so long as the Drive letter is the same, otherwise you may have to hard code the drive letter into this command line too such as ... REPORT FORMAT C:\reports\survivor.frx ...
