Where this really matters is in forms, for the end-user. Usually I change the InputMask for the corresponding TextField, for instance, to "###,###.##".

I am not sure whether the Control Panel's regional settings is supposed to control this aspect - or whether it does so - if you SET SYSFORMATS ON, but I usually don't worry about this.
