I don´t understand why you´re not including the expected runtime files. With today´s d/l rates this is NBD and it would guarantee a smooth install. I think I know relatively well what I´m doing, but it took me several attempts to install OK.
On the Win2K machine the VFP8 runtime was missing, cuz I hadn´t installed the VFP8 beta not to mess with my production machine.
On the new high end Tosh XP Home (!) laptop they´ve been greedy enough to scrap the Web server. The ONLY OS without any Web server.
On the old Sony I had to install VS .Net first. I didn´t tell AVFP to do ASP.Net, but it seemingly defaulted to it. So it wanted TLBIMP.EXE. At the beginning you naturally have no idea where to switch this.

Back on the Sony laptop I made myself a dummy installation to get the VFP8 runtime files there. The remaining error is
Could not find the IISAdmin Root!

The IIS Manager tells me it´s
C:\WINNT\System32\inetsrv\iisadmin
and it´s there and LOCALHOST is working. LOCALHOST/IISHelp e.g. shows a page, but LOCALHOST/IISAdmin not.
???
