That is just there because it does no harm and I use it when I change the 2 to 0. Regardless, you get the same results. The save does indeed work regardless of the WHERETYPE property as well. Change it to 3, make a change to the data in the browse. Before you close the browse window, open the Customers table in the SQL Server Enterprise Manager and make a different change to the same field in the same record. Save that change. Next, close the Browse window. Those changes are saved over the changes made in the EM. I also get no useful info in the TABLEUPDATE array on this.
