Are you using views? If so, you likely are missing TABLEUPDATE() on the underlying tables. Are you checking the return value of TABLEUPDATE()? It's possible it's returning .F. because of some conflict or other problem. If TABLEUPDATE() is called from many locations (why is that?), is it possible that it's not being hit at all?

These are a few things to look at.
