I've heard the JDeveloper (the newest version) can debug PL\SQL you should be able to download that from http:\\technet.oracle.com I saw it in a demo at Oracle World at it looked fairly good for editing PL\SQL as well as java.

Of course as Bill said there's toad but the freeware version is I believe it's without debugger. Buying toad with debugger is a little expensive.
