Norman, did Setup run OK when you first installed it?
The 'Open Dialog ' in WebAppBuilder is optional if you want to run your app from ASP.NET. It's looking for TLBIMP.exe. You can cancel out of this and it will continue running.
Let me know if it works OK after you cancel out of the dialog....

The it tries to load the web site with errors-
