You can also script them in the Enterprise Manager, usually the generated script will create them in the correct order. If not, you can open up the script and put the creation of some sp's in the required order.

Just right click the db and select all tasks, sql script and select only stored procedures and udfs. After you create the script open up the script in the Query Analyzer and execute it.
