A couple of thoughts:
You can simply leave off the version number and Windows will the default version of MSAPI on each client.
You may run into problems with a security feature of Outlook 2002 when sending mail from an anonymous client. Check this article

I don't know off the top of my head what the version of MSAPI is installed with Outlook 2002, but that is probably the source of your problem.
