If the table was originally created in Windows, you should use the Windows codepage. If it was a residue from an older, DOS, system, then you should use the DOS codepage.

t won't make a difference, one way of the other, unless you use special characters, like accented vowels or German vowels with "Umlaut", which you don't use in English anyway. See if the text displays correctly.
