I disabled it - and it makes no difference. (I haven't rebooted yet though if that might make a difference).

For now, I just always making sure I enter one extra space somewhere (which 99.9% of the time is true anyway) so that I always get an updated form upon a rebuild of the exe.

I wasn't aware that Win2000 didn't hold that setting - and I haven't applied SP3 yet.
