Actually, that happens here quite a bit too. You hear about it all the time: projects on hold because they came in over budget and are stopped pending budget approval and additional disposition of funds. In the IT world where I was though, we always scrapped it entirely and went with a new proposal if/when that happened though because the contract states specifically the requirements and the proposal has to meet the requirements within a specific budget and if it fails to do so, it is breach of contract. That is the federal govt though on a base level only.
