I'm afraid that would be a can of worms. For one thing, what would happen when the user wants both apps open at the same time, and wants to switch between them? I'm sure there are of other potential problems, too.

Some video cards have a tool in the systray that makes it easier for the user to change resolutions.

I think the best course of action is to go with the higher resolution, and then tweak (enlarge) the font settings in the control panel to make them happy in Excel. Also look at zoom settings in Excel. The image will be clearer that way.
