In addition to what Hilmar said, you should also copy from the windows\system directory, besides the DLLs, the VFP6RUN.EXE file.
Also, if the app will run on Hebrew Windows 98, this may not be enough. If it doesn't work, you should try to install DCOM and Hebrew Internet Explorer 5.5 . If this does not help yet, you'll have to install and uninstall VFP6 on the machine.
