Agreed. But spam consumes bandwidth and generates revenue for the ISP. And some ISPs have policies that actively encourage spammers. Eventually I guess we'll have tools that respond to spam by tracking back and hammering the sending sntp server with huge malformed requests. Enough annoyed recipients doing that should persuade ISPs to disallow use of their servers for spam.
