PMFJI. It's on the page 45 of the book and it clearly states that it's Summary:

4. Change the Print When of the new header and footer objects in the Summary band to only print when nLines = 0 and to remove the object when it’s blank.

>I'm not sure which section of the book you are referring to .. but .. the "Remove line if blank" option is not enabled in the Summary band. It is, however, enabled in the Group Footer band. It's possible that you're referring to a tip in the book that explains how to do this in the "Group Footer" .. not the "Summary" band.
