No, not in place of the VFP RUN command. That was the Shell object's Run method. AppActivate brings the application to the top of the Z-Order and makes it active. In the example in the articles, we used AppActivate in the demonstration of how to use the SendKeys method to send output to notepad.
In your case, you might want to try
oShell.AppActivate('Internet Explorer')
