What I usually do is increase the size of the detail band by the same height as the associated group footer. Then, in that blank space, I stack some empty fields, and check the "Remove Line When Blank" check box on those. The report engine won't start the detail line unless there is enough space for it to fit on that page, but then it will remove the empty space when it actually prints the detail...
