I don't think a hung VFP app is going to respond to the message you are sending it.

Check to see if you have tskill.exe on your machine in the \windows\system32 folder. If so you can use the article http://msdn.microsoft.com/msdnmag/issues/02/08/CQA/default.aspx do help you work out the details of running it.
