I managed to create shortcuts with George Tasker's Download #
9419, but I didn't try to intregrate it into a setup program. Pressumably, this would require running a "post-setup executable".
The download is extremely valuable for your purposes; it also contains functions to obtain special folders. For instance, the Windows folder is not always c:\windows.
