Not quite sure, but there are following VFP8 System Requirements which might be the reason:

I install on a 98 or ME system and when the program executes it gets the error incorrect or damaged vfp8r.dll . Am I missing something. I tried moving the files manually and get same thing. Are there different dlls for XP than 98/ME?
