I doubt there are any API calls to do this...you can obtain an ActiveX DLL (such as the one at http://www.informatik.com/tiffdll.html) to help you in this. A google search would reveal several options.

Irfanview32 (www.irfanview.com) works great for batch conversions, but unfortunately cannot be controlled from the outside.
