If I understand your problem description it appears that the report reverts back to the original width setting after you try to change it. In this case I think that the framework might have a second copy of the report somewhere (a master copy) and if the working copy is different from the master copy it copies the master over the working file - reseting the width in the process.
I use this technique sometimes to check for file corruption and/or to prevent users from changing the working copy. Perhaps look for a second "master" copy.

There's something in his framework causing the problem, because if I save the report out to an FRX, and save a set of data to run the report, I can run the report from the command window, and the width is fine.
