Why wouldn't it be fair? MS can afford to reduce it prices relative to its markets. If developers like you could get licenced software at a price relative to your income, then maybe businesses in Romania (and other countries like it) would prosper eventually creating a bigger market for MS in the longer term.

Over here we call this the "Sprat to catch the Mackerel".
