This doesn't require a separate license; only a large download (ca. 70 MB).
Pressumably, Martin Jindra thought that if you have VFP6, you might just as well install the latest SP (whereas VFP7 requires a separate license). Also, it is easy to check in code whether you have version 6 or 7; I know of no easy way to check the SP.
