I remember reading that 5 users is more a sort of recommendation than a licensing restriction. You can have more than 5 users, but performance may go down.

It's actually 5 simulteanous query, not 5 users. You can have 50 users and even more. This is especially true if the system is designed as n-tier and is using disconnected RecordSets.
