One way to handle this is to make a group on RecNO() and put the memo field in the detail and the text below in the group footer. If you have a lot of items that need to stretch properly then make several groups on RecNo() and spread the items around in the various group headers, the detail line, and the various group footers.

I have then moved the text to the page footer but I now have a gap of about 2 inches between the memo field and the text even though the divider between the page and the page footer is hard up against the memo field on the one hand and the text on the other.

Page footers are always a fixed height so if your memo text doesn't fill up all the space you'll get the gap you described.
