Open IIS management console, right click default web site item and select new virtual directory. A directory will be created in inetpub/wwwroot/ under the name you assign. This is where the web server will look for files.

Try creating a virtual directory and drop a few HTML pages in there. Then try to view them in browser by entering localhost/thevirtualdirectory/somewebpage.html
