How are you doing ?

Im currently in a project were I need to setup some kind Security Module with grouping levels with a Administrator as the head of these groups.How would I go about in setting up these user accounts in terms of the insert,update and delete procedure assigning security levels?Should I hard code in each procedure to see if the user has access to the procedure or should it be done at the database level?If I could setup the whole structure as in SQL SERVER 7 it would be great.
