I'm not sure what the root problem is from your description. Is the jpg larger than the form and you only see part of the image? or is the image smaller than the form and you see 3 copies of the image tiled on the form?

You could use an image control, load the jpg into it and resize the form to conform to the size of the image control.

You could also drive this the other way, create a form with the image control taking up the whole form, and set the image to Stretch the image to fit.
