If it's an all VFP app I see no good reason to break it out into three tiers. Any benefit derived from increased logical seperation is outweighed by added complexity.

On the other hand, if you wanted to host different front ends and back ends, or the business rules in your app change alot and your don't want to re-compile each time they change, then 3 tier with XML messaging makes sense.
