Mark and Cetin gave you examples of doing this. However, you may not be able to do at all this depending on the ActiveX control. See MSKB#192693.

What is the problem of adding it at design time. If you need to use multiple controls, you can always add as many as you need and use RemoveObject in the Init to delete them at run-time.
