That is the result of a registry export, right?
I think yes: double-clicking on the .REG file should install it.
If this is correct, this means you can use any of the alternatives to run it. RUN works only for executables, I think; but you can use RUN START to run a document.
You can also use API functions (see FAQ #8134), or the WSH.
