I ran into a problem at a customer site where it VFP ran out of diskspace on C drive, but E (where my program runs) had 10GB left. So really the TMPFILES need to be on E drive.

Dale,
You could put tmpfiles location in your included config.fpw as a relative path. ie:

tmpfiles=temp

Would use 'temp' folder under application path as temporary files location.
Also I don't see a good reason not to have config.fpw as an external file.
