The DSL modem simply isn't a fax modem - it neither supports fax protocols, nor transmits data at telephone line analog frequencies that a receiving fax device can receive (DSL uses much higher frequencies overlaid on the same phone line).
What you can do is use both your old 56K fax modem and the DSL modem simultaneously on the same phone line (just like you can talk on the phone line while downloading from the Net).
