Followup...I figured it out.

I was right-clicking on REGWIZ.MEM...in the list of files that gets added. When I bring up Solution Explorer and then right-click on REGWIZ.MEM, I see a much longer list of properties, including the MergeModule Properties.

Seems like a bug [or at least a bit misleading] that the list of files that are added has a shorter property sheet...but I found what I was looking for.
