I've never heard of it. That doesn't mean it doesn't exists, but I am curious as to why you need it. Everything to make a PC a web server is with Windows. Maybe, IIS replaced Personal Webserver. If you're not familuar with ISS (Internet Infomation Server), search on that.
If you know what IIS is, do you know the difference between IIS and Personal Webserver?
