Having gone through all this myself in the past... the hardest thing you are going to have to overcome is MAKING everyone check the files in/out.

The software is easy. You can print a label for the folders and make a barcode, or just have the users key in the ssn (or whatever id you have). You would need one workstation at the door where the folders are located with two functions... 1)check in/out 2)find a folder.
