It seems to me that your exe can't find the runtime files required. In VFP6, these are 2-3 DLL files, but I am not sure what files are required in VFP7.

If you use InstallShield Express to create an installation program, that should take care both of your EXE and of the DLLs, and also of a few additional tasks, like support for CHM help files, and, depending on the options you select, registering ActiveX controls.
